The study for the Working Plan 2020-2024 ran from March 2020 until April 2021. The final reports and the minutes of the 2nd and last stakeholder meeting held on 26 March 2021 have also been published on the project website. Note that a consultation on the related Roadmap is open until 2 June 2021 (see GEN – 1236.00).

Preparatory study

This study is most likely the last one that fits within the previous Working Plans that started with the 2005/32 /EC Ecodesign Directive that was followed with working plans for 2009-2011, 2012-2014, 2016-2019, and this one 2020-2024.

The 2020-2024 study differs from previous studies, not only because it also covers Energy Labelling, but because it has introduced the notion of horizontal/crosscutting requirements.

The four task reports are now available on the project website:

  • Task 1 Background, methodology and stakeholder consultation
  • Task 2 Identification of product groups and horizontal initiatives
  • Task 3 Preliminary analysis of product groups and horizontal initiatives
  • Task 4 Complementary analyses and recommendations

The (concise) minutes of this meeting have also been made available on the project website.

Next steps

A Consultation Forum meeting would still be organized to consider the Working Plan.

Possibly this could still be before the summer break.

MEErP revision

The kick-off meeting for the revision of the MEErP took place on 26 November 2020. No new documents have been published on the project website. The first stakeholder meeting has not yet been announced, but this could take place before the summer break.

Future developments

The Sustainable Product Initiative (SPI) is expected to become the framework for future product regulations. While the Working Plan is not directly related to the SPI, the Commission serviced are looking for alignments that could be possible.

A Public Consultation on the SPI is running until 9 June (see GEN – 1219.00)

Recommended actions

While it may not be immediately necessary, it can already be recommended to consider the possible inclusion of horizontal requirements in future product legislation.

A response to the consultations on the Working Plan for the Working Plan and the consultation of the SPI can be recommended.
